If they want to mix things up for the hell of it, it might be more effective (well anything would be more effective than that grid) to copy cross country skiing - have one stage which uses the finish time gaps to set the gaps they are started off on another stage with. Not sure that it's a great idea, but would give plenty of tactical options for both stages.
