Inner Ring Twitter suggests there were banners saying something about local farmers in distress.

However idiotic the gendarmes were, blocking the road is a potentially very dangerous way to protest as well.

Just what I was thinking. How dim do French farmers have to be to think lobbing straw bales in front of a peloton doing 50kph+ is a good idea?

well if you were a struggling farmer that sees more and more budget cuts, you'd do whatever it takes to raise a voice. its called protest
