Those Aero brake levers were homemade by bike builders or team mechanics.
You can find several variations in pictures from that era.
I don't think Campagnolo themselves made any "official" versions. -

I wandered into this shop in Hachinohe today, it was mostly full of dusty nos level frames and completes, plus an aero zunow, neon yellow Nakagawa road frame that I didn’t get a pic of, that weird mini tt bike, it was a wild place. Nobody around, just the radio playing. No price tags except on a mystery track frame hanging on the wall with one for ¥55,000 that looked 20 years old. I’m mystified idk where to post this stuff. How much is a level mtb worth???

I think it's that the cables are under the bartape as opposed to coming out the top of the hood and in the wind.
