Looks like he gives the pedal a kick with his left foot as he's lifting it up

In that entire clip the cranks rotate less than a quarter turn and seemingly in the non drive direction.

What I can't see is if the wheel is in contact with the ground at any point in the clip, or even if the rear wheel is spinning at the beginning of the clip.
