if a road has had a 'banned' sign put up since streetview went there but it looked like it was ok when you planned it, you are unlikely to be penalised for it because the dot watchers can't know it has been made illegal.
Wrong. If someone else uses the same road, sees it's banned and routes around the ban, it's very easy for them to check if anyone else took the banned road and report it to the dot watchers.
Don't take banned roads.
Some of the main roads have cyclepaths, which vary in quality, but are likely to be direct.
From having dotwatched last year, there are no rules, you have to check each junction.
Obviously, while you would want to stay on legal roads, if a road has had a 'banned' sign put up since streetview went there but it looked like it was ok when you planned it, you are unlikely to be penalised for it because the dot watchers can't know it has been made illegal. However, if you deliberately route on one that you could / should have known was banned, you will be!
