Why, oh why?
Build a custom frame, barely any TT clearance (very tight if you come off) then instead of adjusting the HT and dropping the TT (custom innit, though lugs make that very hard, so maybe fillet braze instead) put on a 20 cm stem.
May as well get an old MTB with a quill then :)
Cos the frame is actually super nice, and 26" makes a lot of sense for smaller frames.
