Bookmaking odds depend, primarily, upon the money being wagered rather than any form of evaluation of form. As a consequence Odds for England will always be more optimistic than form would call for as fans’ optimism is reflected in bets and therefore the odds.
If bookmakers operated on the same basis everywhere, you would be best off using a Croatian bookmaker for a bet on England.
