Unless you know someone who’s handy with aluminium welding, replacing the dropouts is almost certainly not cost effective.
You're also going to know what type of alloy the frame is made from, because the alloy track ends will need to be made from a compatible alloy, and you may well also need to strip all the paint off and get the frame heat-treated after the new track ends have been welded into place, since the welding will anneal the alloy in the chain stays and seat stays. It's very unlikely you'd be able to get that done for less than the price of an ENO hub. Or a new Dolan frame.
Or consider a new frame; Dolan ally track frame at £225 is probably about the same as the ENO hub plus getting a wheel built for it.
