eccentric bottom bracket or an eno are the best options i would say
i wouldn't mess with the dropouts
buy the eno and be done with it, you'll have a wheel for life that can be moved from bike to bike, where as the drop out route all you've done is mess up a frame, prices being much the same i'd say
