I just watched a video with a good tip to get some toe in, which is to place a penny between the rim and the back of the pad, pull the brake on and tighten the pad.
Being as I haven't used the pads for a year, I'm going to give them a quick roughen up with a bit of emery as well.

Old loyalty card works really nicely, a penny might be a bit thick.
Better pads also help. If they're salmon (ie wet weather) ones then they're gonna squeal a bit in the dry whatever.
