I have the same problem, commenting so I can find this later
I suspect toe-in is the problem
Edit: actually it's Current Projects, I didn't really need any help finding this later

I just watched a video with a good tip to get some toe in, which is to place a penny between the rim and the back of the pad, pull the brake on and tighten the pad.
Being as I haven't used the pads for a year, I'm going to give them a quick roughen up with a bit of emery as well.
[yeah yeah, I know, should have just Googled this all in the first place...]

Howling V brakes: how do I stop them making so much noise? They are Shimano DX with I can't remember what pads in them. They don't seem to have any angle adjustment. Alloy wheel with machined braking surface. Pads have been mounted for about a year and never used. Is this the problem?
