Pre-2008 your local authority may well have run affordable evening Adult Education classes.
Does the Goethe Institute run language classes? -
Can vouch for City Uni courses; I took two years' French there and it was brilliant. Don't know about German (other than being German) but I know they have good tutors and materials.

Go to the Goethe-Institut. Pricey, but especially with you having specific requirements, they're bound to have a class that does what you need.

Where would be a good place to get German lessons in London? I grew up in a German speaking country, so have a decent grounding, but would like to have an evening a week to develop my vocab and try to wrap my head around the various tenses.
