Aye, but if you just have one general-purpose touring bike that you go all over the place with I personally would want something lower. ETap is probably a bit of a hindrance there, I'm guessing there's no triple or 11-40 option so seems like your only choice is subcompact rings?
Fine for a specific niche though
It all depends on what kind of touring they're doing (elevation, amount of gear, etc) and how fit they are, so there is no way for us to tell (whether this is the 'right' gearing).
Like you said, you can only say what you'd prefer. If you're correct, 34x36 low gear seems fine for me personally for most situations.
