That sounds a lot like it's to get their housing up to the level to meet the Decent Homes standard (2006). The deadline for this was supposed to (I think 2010) but lots of Councils applied for extensions to this, I know Lambeth did as we had major works completed last year along with a huge amount of other estates in the borough.
For reference the works on our block included asbestos removal, concrete repair, roofing, double glazing for every property (approx 25). Our 1 bed flat estimate (still not finally billed) was almost £25k.

yowch. our block already had asbestos removal, double glazing done in 2008. its only 3 flats and one story high, and made of bricks... so hoping it wouldnt be that heavy a bill.

I was just looking at some new flats in hackney Wick, online. Start from 432 and I think they pay the stamp too. It's still a shit load of money but relatively speaking they look alright.

Remember you aren't negotiating against the potential cost of the works - it's the uncertainty that you are trying to factor in to the price
i.e. the cost of putting away £10k in preparation of it, only to find out it costs £25k
or
you put away £25k to pay for it, it costs £7k
or
they say fuck it, and regenerate

You need to sell later on, before the works, potential buyers are put off by the uncertainty
So you know, at our place (50s low rise) communal decoration, abs removal, pointing, window repairs, new roof, estimate £17k, had been talking about it since we moved in 2011.
Do they know when they are going to bill us? Do they fuck!

I'd argue against the first point, good la property built before 1979? Yes please. Room standards are good.
What we did?
Our seller said : hey, major works are due on this, i'll pay them from the sale proceeds (which ultimately we're paying, but the house cost rise blah fucking blah).Ultimately: our solicitor looked after £10k till we were billed, we were billed, they paid, the remaineder ~2K( ithink) went back to the seller.
