Get a small piece of tube to wrap the light around so it doesn't hang/swing around, wrap the light + tube around the bag strap

You don’t.
My advice is fit those bar-end lights instead, work a treat, and actually very visible, the Cateye one I recommend;

zip tie to a seatstay?

If you've got some shock cord or paracord or similar lying around you could make a loop and then thread each end under the straps on each side, creating a loop of cord around the back of the pack to which you could attach the light, might be a bit fiddly if you're opening it up a lot though.
Back of helmet/seat stay might be better!
