Looks like it's in the paint, like it's had a bit of tape stuck on it to me. That dark line below the lug on the seat tube looks more like a crack but it's hard to say from 1 pic online. Easier to tell in person and sand it back if it looks sus.

Looks like it, and is that one a cm or so under the lug on the seat tube too?
Ooof, and I thought Max was the tank like bomb proof tubing.
