Titchmarsh bike from a few years back. That sort of hub is nothing new, Bimota made a motorbike with it in the early 90s.

It's not real actually hub-centre steering though*, it looks like an an offset steerer wth the lower black bit being the monofork? It lowers the front end for cargo but it doesn't look that neat.
