Internal routing isn't necesssarily a no-no with Ti

The rules don't explicitly rule out bike swaps (ones that aren't required due to a mechanical, no problem with those).

Post an HPV to Breckenridge.
Ride there on an upright.
Collect the HPV and post the upright to Yorktown.
Do most of the rest of the ride in the HPV.
Collect upright in Yorktown, post HPV home.
Finish ride on upright.

Of course, the HPVs have shown (with a very small sample size) that they can hold their own on the way to Breckenridge anyway, so there might not be any gains in doing this.

A velomobile going downhill--what do you expect? It doesn't even take a hugely strong rider to do it. For comparison, here are competition records over 12 hours that probably aren't downhill all the way:

As for flatness of these records' courses, here's the relevant section from the rules:

3.3 COURSE REQUIREMENTS

3.3.1 Course Flatness:

Except for courses for the road race events, and
time trial events one hour and over, all courses must meet the following flatness
requirement: If an imaginary line is drawn from the end of the timed portion of the
event course back toward the beginning of the course but sloped upward at a slope
of 2/3 percent (1 metre in 150), at no point may the vehicle course pass above this
line. Curved courses may be used for any event, provided the same flatness
requirement is met. The 200 metre time trap in the 200 metre speed trial events,
however, must be contained in a straight section. All curved courses must be clearly
marked with the limiting inside boundary. Any vehicle crossing a wheel over this
boundary shall be disqualified from the run. Course distance shall be measured from
the inside boundary of turns.

I've got up to 80km/h descending out of the mountains and that was more than enough for me, thanks.

I've been told that a velomobile descending at that speed feels much more stable than any kind of unfaired bike.
