Just looked that up. I take it an Interstate counts as a freeway for these purposes?
Wyoming, the least populated state, allows cycling on all freeways.

Sketchy bit of the route, appears to follow I-80 for 15 miles. Almost certainly illegal and the speed limit is probably 80 or 85 mph.
