Sleeve it? From the photo it does seem classic place for down tube to crack, closer to the HT and the tubing is stiffer.
Given that there’s a fork bolt (light fixing?) directly opposite to the crack then wonder if dented when spannering? Crack then starts on dent crease.
Holes drilled for di2 cables are problematic too.
It is. Plus the tube is likely double butter which means it’ll be thinner there and almost impossible to repair through a weld. You can fix a crack around an existing weld, you just add more material to it, but that doesn’t work in the middle of a tube.
