I’d probably just buy a new frame. Welding thin walled Ti must be quite a specialised skill?

It is. Plus the tube is likely double butter which means it’ll be thinner there and almost impossible to repair through a weld. You can fix a crack around an existing weld, you just add more material to it, but that doesn’t work in the middle of a tube.
