I think I've found two things that were potentially not helping. 1) My flat isn't level so putting the clug in place based on the flat didn't help, I will set it up again with a spirit level. 2) I was trying to have it stand up with the front wheel in which would mean more weight to support away from the wall.
I'll report when changes are made

Assume you mean vertical rather than horizontal, but clugs aren't supposed to hold weight. They just hold the front wheel still and the rear wheel rests on the ground.
e: just googled and it looks like you can use then horizontally and hold the back wheel. In what way isn't it holding the bike up? Is it too loose?
