Assume you mean vertical rather than horizontal, but clugs aren't supposed to hold weight. They just hold the front wheel still and the rear wheel rests on the ground.
e: just googled and it looks like you can use then horizontally and hold the back wheel. In what way isn't it holding the bike up? Is it too loose?

I must be doing something wrong but I tried installing a Clug today to hold my Genesis Equilibrium horizontally and it doesn't seem to be able to hold the bike's weight and get it to balance. Has anyone experienced this before?
