that's what I used to do with my apidura frame bag – bought for camping trips but then ended up using it every day instead of a messenger bag. Only stopped coz I have a shorter commute now, there aren't really any downsides. If I needed to carry something extra I used a roadrunner burrito bag up front, but that rarely happened

I am thinking of getting the Blackburn Outpost frame bag for carrying rain jacket, work clothes and lunch box for commute- any pros cons etc.?
Will also use for biking adventures when the opportunity arises
