I'd definitely recommend getting some clip-on TT extensions for those bullhorn bars. They dont take long to get used to but they'd get you in a much better position.
Another cheap but worthwhile upgrade would be clipless pedals, especially for the long uphill drags.
Riding a TT single speed is probably fine, I haven't tried it, but I can't imagine there are many advantages over riding fixed.
Also gearing up might help you sustain a higher speed - 52 x 16 is about the smallest gear I have ridden with (apart from medium gear events) and I find that it's quite easy to have a cruising speed of 20+mph on the flat.
Check speedo as I sail past the junction of the start point.
Just under 8 miles covered in 24mins so ahead this time. Was 25.50 yesterday.
as I can roll faster than I can pedal I have a quick drink and tuck in and get forced onto semi hardshoulder by close passing 7.5t lorry, following vehicles keep me in the gutter, the tarmac is rougher and slower and I am sat up.
Peak out at 30mph, same as yesterday.
Peddle out of dip, short flat and down again, not as fast only 28-29mph coasting.
About 1 mile left.
Actually have gas left in the tank (as some say) am able to sprint up to 26mph and hold it briefly before blowing.
No traffic so take a wide sweeping turn into Johnsons corner and leave the smooth Tarmac.......
Blow up again and try to maintain 18-20mph to finish line, really notice the rough surface at 80psi.
