Is the frame anodised blue or is paint?
It might be a paint type called cromovelato. But there are some people with way more knowledge about paint on this forum. @coldharbour?
I think actual chromovelato is impossible nowadays due to EU regs and safety standards

You can still have frames completely chromed but it costs an arm and a leg. Here in Belgium it costs 500-700 €.
But this is a carbon frame so it hás to be fake chromovelato. ;)
