Not sure if this is the right place to ask but...
I'm looking for someone to make some modifications to my Surly, namely adding a hanger and cable routing for a rear mech (easy bit) and, if possible, an integrated seat clamp so I can use a hite rite. The seat tube has a 30mm od and Ceeway have this

It's says the LS01-0B is for a 30mm tube. Is it as simple as that? In my mind the fact that the seat tube has already been split might be an issue, but I don't really know what I'm taking about.
