28s on 25mm rims is green on my chart. Since the Hypers already roll pretty well, the big gain from getting an actual road race tyre is likely to be aeros and weight.
You're right, it isn't. But it should be :) If the tyres were actually only 28mm wide when mounted, it would be marginal, but a "28" GP4000S or Schwalbe Pro One is going to be well over 30mm on a rim that wide.
