28s on 25mm rims is green on my chart. Since the Hypers already roll pretty well, the big gain from getting an actual road race tyre is likely to be aeros and weight.

You're right, it isn't. But it should be :) If the tyres were actually only 28mm wide when mounted, it would be marginal, but a "28" GP4000S or Schwalbe Pro One is going to be well over 30mm on a rim that wide.

I might test fit a 28 and see what it looks like. They normally come up to ~30mm on my rims.

Curious rim choice. Not like you are going to sling a 2.35" on it. Right?
It's an adventure bike for trails, gravel, roads, light off-road touring, whatever.
But with 700c wheels a 2.35" isn't going to fit in the frame. With 25mm inner width rims it seems they are excluding sizes that would be useful, in favour of sizes that can't be used.

Yes. It freezes at somewhere below 3 deg C according to various google results.
There's no exact value as it depends on the exact composition.
