700c SKS something. 65mm wide I think, rubbed the paint off the inside of the seat stays and fork.

Ran 650bs on my ogre for a bit. Worked quite well and didn't look too odd/out if proportion. If it's a surly anything is fair game if it works for you I reckon.

Although, thinking about it a little, the clamp area is probably going to get in the way of fitting cross top levers.
Use an Allen key one I you can't close the lever
