the initial NIP is simply a means of getting the driver to identify themselves - or whoever else may have been driving.
That was explicitly stated in the email I received;
We have now sent a Notice of Intended Prosecution to the registered keeper for them to furnish the drivers details at the time of the alleged offence
I keep meaning to ask roadsafe to clarify this, but it's my assumption that the initial NIP is simply a means of getting the driver to identify themselves - or whoever else may have been driving.
I've had exactly the same response from relatively innocuous reports so I'm certain it's no guarantee they're being prosecuted.
