I expect that Giuliani's intervention will have been cleared with Trump and is an exercise in damage limitation, as they may have managed to convince him that it would have come out whatever the weather. Someone else saying it (who can be believed to finally reveal the truth) is probably better for them than Trump admitting it and people being able to make a little video with both statements spliced together.
