A big flying boat with props? You need a Short Sunderland. If you can live without the props, don't need it to fly very high, and want to go full Bond Villain, then a Russian Ekranoplan ground effect vehicle would be ideal.

AVIC are offering their AG600 to civilian buyers, which might not be the case with the Shin Maywa US-2
