Rode into town on Sun to buy kit with the missus and down Holland Park Lane passed some slow cars in the left lane. I was looking to move back but one of them caught up and then sort've hung there for a weird amount of time. I turn over to look at the driver and it's a van-driving cabbie with both hands off the wheel unwrapping a sandwich. He notices me looking at him and rapidly puts sandwich down to concentrate on his driving.

I’d wondered the same thing so gave it a test the other week.
Submitted a video of a chap (driver) repeatedly just blatantly ignoring red lights. Thought it would probably go nowhere but the next afternoon received an email saying they’d sent him a letter of intended prosecution.
I think they have 14 days from the date of the offence to notify the driver so it’s best to submit to them quickly.
Worth a go just for interest I’d think.
What's the deal with reporting footage of drivers on the phone to Roadsafe? Does anyone know if it gets acted on, or does it disappear into a bottomless email?
Had someone overtake the over day, both hands off the wheel photographing Tower Bridge. Curious if it's a 'waste of time' submitting, when clearly that person shouldn't be driving.
