Indeed.
The only upset that could happen is if both Chelsea and Tottenham get above Liverpool in the table (so they were 3rd and 4th with Liverpool 5th) AND Arsenal win the Europa AND Liverpool win the Champions League. In this case, whichever team comes 4th would not qualify for the CL.
Arsenal's Europa win would guarantee them a CL spot.
Liverpool's CL win would guarantee them a CL spot.
With a maximum of 5 CL spots per country and neither Arsenal or Liverpool finishing in the top 4 it would mean the remaining 3 CL places would go to the top 3 in the prem.
4th in the Prem would go to EL along with Burnley assuming they finish in 7th.That (as far as I can work out) is the only way that the team in 4th doesn't get a CL spot.
