They are designed for fully integrated (IS41/IS42). You might be able to take a couple of mm off an EC34 headset which uses similar ACB cartridges, measure it up treating the rim of the upper cup as though it was the top of the head tube. I've made one for myself to take 3mm out of the stack of an EC34 Cane Creek 10 or 40

How necessary are the sealings of my current headset cover? It shows 2 rubber seals which also prevent me from removing the cover without lifting the fork.
Also would it be possible to get a slightly different design? I think it would be a bit more aesthetically pleasing if the radius was lower or chamfered (assuming @dbadger's cover is 46x4, because that's what I should need :))

Not critical. I've had one of my covers on the T3 for 7 years, and it's still on original bearings. Of course your service conditions may be harsher and the seals don't do any harm.

Of course. You can have any profile you like, provided that you pay the prototype price. Prototypes start at £100 and go up from there pretty quickly as you start adding requirements

Are you still open to shipping across the pond to the US? (no hurry). I have been running an 8mm top cap and would love to try your 3mm. 48mm is ideal (that's what I have now with the taller one) as my head tube is actually 49.5 mm....the 48 looks close enough.
(SlamThatStem here in the states is closer to my location but theirs is 47mm diameter)
