Odd placement for the cable stops, no? Usually in about the same spot, but under the tube!

cable guides are possibly above the BB, instead of the usual spot below.

Yep,the frame originally had an aero downtube shifter with a single boss on the top of the downtube so cable guides had to go up top for alignment.
