Not always. I've been running my tyres down around 15psi and I actually think it is a bit too low for me. Doesn't roll fast enough.
Maybe on the tarmac, but off road a lower pressure is much needed, especially on an MTB.
20psi made for slippery run in Swinley, even with full sus and 2.3 tyres.
