Don’t know how you’d come to this conclusion. Mines got a long stem and big tyres on and it’s hella nippy. Just asking to be chucked around. Nothing plodder about it

My track bike is nippy, my Colnago C40 is nippy, a good 26" MTB is nippy, my Ritchey P29er, is great, but ain't nippy, my Arkose is mass-produced aluminium with a 1045mm wheelbase, it ain't nippy. I suspect something like this Cielo would be relatively nippy.

I have to concur with you, although with a short stem it felt quicker.
It came alive the faster you go, but definitely a plodder at low speed like 5mph, which is idea off road.

Arkose has a really long wheelbase, ain't nippy. They're more of a dull plodder.
