In some countries, when you receive a payment it goes to a pending period first.
It looks like he added a payment via bank account (rather than debited/credit card) and it has gone to the same pending period, which unfortunately might take a while.
The best thing to do for him at this stage would be to call PayPal and ask what's going on.
