I forget where I've seen it done but essentially one webbing strap looped under the stem, ran over the top of the bag and looped through something on the front of it, pulled to the correct tension, will lift the bag as much as you need and solve this problem.
Hopefully that makes sense?
Also, lowering tyre pressures by 20-30psi and adding one extra spacer under your stem and/or a slightly shorter stem would probably have been cheaper, but a new bike is obviously the sensible choice!
edit- found photo, basically what blackburn have done with the outpost bar roll.
My Restrap handlebar bag is too close to my front wheel, not helped by the fact my biek has short headtube/ no spacers.
