Ok, tyre went on, inflates but air leaks from the tyre bead.
I think maybe I wasn't tidy enough with my rim tape application. This is close to the point where I decide it's easier just to put a tube in.
Bead definetly locked in? In my experience you don't need to be that neat with the tape.
Tape should ideally fit exactly from wall to wall whilst following the contour of the centre channel. If not, err. on having it run up the sides of the rim hook, i.e. too wide is much, much better than too narrow.
