Because they've taken a legit win away from someone else. Just because it's a small time race doesn't mean people aren't giving their all to win. I'd hate to bust a gut in a race only for someone to cheat me out of it.

UKAD test amateur racing which is good because they've busted people like the Nat 12hr winner a few years ago. I've been tested* after the Welsh 50 Champs, presumably as they focus their testing on top finishers.

Surely, if he was doping, which I have no idea about and don't really care, the biggest punishment is the fact that everyone knows you're doping to win some small-time races that don't really have any significance anyway.
I know that amateurs do dope, but is the fact that everyone thinks they're pathetic losers not punishment enough?
Fair enough they should be banned etc. But I think ridicule is the best response.
