Presumably there's no solid proof it was him that stole it. Adding that to not knowing what his reaction might be to being confronted I guess buy it back and give the police the photo, location, phone number etc.
I'll pass this advice on to her. I doubt they'll follow it up. She doesn't have proof that he stole it. He just happens to be selling it less than 7 days after it was stolen.
