It’s a hybrid frame, not a touring frame. Ishiwata EXO quadra-butted tubing go down to 0.3mm wall thickness. Would strongly advice to buy this frame (as they’re great) and NOT use it for touring.

Now that is the question... Lo pro sizing is notoriously tricky but as I understand it the generally approved school of thought is a correctly sized lo pro should mirror the position when in the drops of your road bike.
I've always thought a lo pro should have roughly the same top tube length (horizontally) as your road bike or slightly shorter to hopefully achieve the above, avoiding the faux pro situation. #pubbikefitting
