You really want to decline the Samba terms of services, and then go into Settings > Apps > System Apps and find Samba Service Manager and force kill it, wipe it's data, and turn off notifications.
Samba is an awful app that is put there by Sony to have Samba monitor everything, not just for marketing and advertising, but even to "Detect, investigate and prevent fraudulent transactions and other illegal activities and protect the rights, safety and property of Samba and others".
