Wouldn't it depend on what else you want to do on it? Would you ever fit 25mm tyres to the 700x30 gravel/road wheels, for example? Will you want to go bigger on the gravel wheels? etc.

but I mean for each one respectively

Still 24-25 for the 700C, 28-30 for the 29er
