I understand that, but 'getting attention' is what this ding-ding-ding-ding sound, flashing red lights and those red-and-white bars coming down do pretty well.
The real problem I think is this, see below, the crossing cannot be closed completely by the barriers as it is in a curve, thus leaving the riders an easy path between them. So, easy to ignore and shrug afterwards.

Essentially, they can stand in the road as riders approach and get them to slow, getting their attention.
At 55kmph, you're not really that observant of what's going on around. Or stopping that quickly.
