Do you have a NETELLER virtual debit card?
You should be able to use that to pay @Nickowalla using PayPal if you add your NETELLER virtual debit card as a payment source.
That will incur you FX Fees on NETELLER as it will count as a POS transaction with PayPal in a foreign currency to your NETELLER account but will make it possible.
