Cha, a hi-vis jacket is £5 but a fancy hump reflective backpack cover/cycle coat set you back a lot more. [say tight fisted owner of one, using it for pissing down rain situations where really I fancy being super visible...]
The council cycle group has handed out reflective straps for free, that's not such a bad idea.
Right now in Belfast it's usually hi-vis and cheap and cheerful bikes OR the lycra everywhere OR the "I honestly don't care if I get killed or not" OR pavement cyclists with a "I'm just going to work" cyclists. They are usually on the Belfast bikes.
